I get the feeling it's Waukeen's promenade, the explosion being the entrance to chateu irenicus, stalls and merchans are plenty, there's high places to be, but I just can't figure out which character it is!?
1. He reveals that his stage name is Tatu the Tiger Tamer.

6. His name is possibly a reference to Feargus Urquhart, who is credited as division director for BG2.

Another interesting fact about this character is that his voice greetings were all taken from Khalid's voice set from BG1. That always stood out to me as kind of a weird choice, especially since the player would likely meet this character very soon after they had learned of Khalid's fate.
Mooks are a race in the Wizardty RPG series, they are sort of intergalactic monkeys, and Guardia is a planet in that series (in Wizardry 6 or 7 from memory).

1.) His home is identical to one of the upper levels of Durlag's Tower, the one with the Charm trap in the chapel that can't be disarmed.
2.) It's guarded by mephits. His prisoner is Haer'Dalis, who refers to himself as a sparrow (and sometimes a moth)
3.) Mephits and tieflings come from another plane.

I wanted some way to resolve her dialogue without killing her on my first play through but it isn’t possible.
I also quite like the name Jon Icarus but it may have been a bit too on the nose.
