Ahh, good old "Save or Die" spells. The one that always comes to mind when I think of those was from NWN2, when I was mucking around near the Wall of the Faithless and a Pit Fiend shows up to stop my meddling. One DC 27 Finger of Death spell later and the fight was over. XD
It was thought that the RNG was screwy for years until eventually someone found out that there was a 15% penalty for specialist mages trying to learn spells outside their field of specialization, and a 15% bonus chance to scribe successfully when scribing scrolls within their specialty. Thus, Edwin the 18 INT Conjurer has an 85%+15%=100% chance of scribing a Conjuration scroll, and an 85%-15%=70% chance of scribing a non-Conjuration scroll.
I believe there's also a 15% penalty for scribing scrolls you're not yet high enough level to cast, like a level 10 mage trying to scribe a level 7 spell. On higher difficulties, a 100% spell scribing chance is only possible with 18+ INT and scrolls from the mage's specialty, or 24+ INT for any other scrolls. Having an Intelligence score of 24 or 25 grants a 150% chance of successfully scribing a scroll, outweighing the penalties.
There's also an off-by-one bug; everybody gets another +1% from that. A generalist gets certain success at 23 Int with the listed "99%" chance.
And then, if you've got a kit of any kind - like Wild Mage, Blade, or Berserker - you take the 15% specialist penalty. Imoen has a null kit instead of "Base Class", so she takes the penalty too. The bonus for learning spells in your specialty is only available if you're a genuine specialist mage.
There is no penalty for scribing scrolls you aren't high enough level to memorize.
(Quick test: I created a new bard in BGEE, gave him potions to reach 23 Int, and created 100 scrolls of Polymorph Self for him. Scribe and erase repeatedly. All attempts successful; he ends the exercise as a level 3 bard with exactly 4000 XP)
By the way, if you do give your money to this guy, you actually have to give ALL your money; not just 100 gold, but ALL of it.
Is that the mugger in the bridge district? That is one of the most annoying encounters in the game. There's four of those bastards and they're so spread out you have to hunt them down individually before they kill somebody important (like Officer Aegisfeld before you solve the murders for example).
