OK, my experience with this before today is not vast, so I don't have much to compare to.
1) Compared to what the BG wiki says, the effect of stealing upon reputation appears to be bugged. To wit, failed attempts to steal, either from stores or by pickpocketing don't seem to have any effect on reputation.
Oh, the Watch/Fist/Soldiers get called by the storekeeper, and if you let them catch you, they will challenge and you're forced to bribe or fight. But unless you kill one of them, there is no rep hit. If you kill a soldier, of course, there is a BIG rep hit.
2) Also, after a bit of experimenting, injuring innocents without killing them does not seem to create any rep hit.
I did this several times in the gambling tent, in full view of others. (Its really hard to avoid killing innocents, even with a non-proficient dagger, on Imoen as the weakest character.)
If the minor rep decreases from these two types of action are not available, it is REALLY hard to manage party reputation.
(I may have to give up on keeping Viconia with the party. Hmm...if I send her to a cave, reform, make my big magic purchases at R20, then 'accidentally' kill one lonely bystander before returning to Viconia...hmm...still, the powergaming shouldn't have to be quite so blatant...)
(Further, it seems to me that if you have to offer a 200GP bribe to the guard to avoid getting arrested for stealing, you SHOULD get a rep hit - from shame if you are supposed to be "good", and from injured pride if you are supposed to be "bad". ;-) )
@dreamrider Post a bug report in the Bugs forum, unless you can confirm that what you're seeing is new to the 1.3 patch. I can confirm that injuring innocents and getting caught stealing is supposed to affect reputation, but if it's not a new issue it won't be addressed in this patch.

That said, if you want it to work, definitely post it in the Bugs forum. It's in the 2da, so in theory there's code somewhere in the engine to make it function.
It really bugged me how they didn't have the same guy saying that in F3. Or if they did, it certainly didn't sound like him. One of the game's letdowns imo.

It was definitely the same guy (Ron Perlman). He also did it for Fallout: New Vegas.
Will I need to start a new game for all the fixes in the 1.3 patch to take effect? Or if I start a new game now, and then patch it when the patch is released, will that work?

The patch will work but I guess not everything will take effect if you keep from the last save, I don't know how many thing will not take effect in a continuing game. For all the new stuff to take effect you need to start a new game after the patch release.
If it's a fix for a quest, it will only affect your saved game if your save has not already started that quest. If your save has already encountered the quest's issue, you'll need to load an earlier save or start a new game for the change to take effect.
Most other fixes will work immediately, although--again--if your save is already being affected by a particular issue and loading that save doesn't fix the problem, chances are it's something that will require a new game.

(Addenda: Tougher to test than I thought. There apparently aren't any vendors on the Sword Coast south of Baldur's Gate that are so lax as to allow the option to steal, and I had already cleaned out all of the private filching opportunities in Beregost, so I couldn't get anyone to call the cops.)

We're pushing an update to the Windows, Mac, and Android betas now. This update fixes the flickering that you saw after playing for a while, as well as a memory leak resulting from the green tint overlay on spell scrolls. The font sizes are now also a better fit to eliminate the weird indentation (the zoom values are 95, 115, 130, 148, 175, and 200, for those of you keeping tabs on your Baldur.ini files; the default value will be 130).
It's the end of the work week for us, but I wanted to make sure that you all had a chance to see it and play with it over the weekend. Now I'm going to be an airport PSA:
If you see something, say something. We're interested in any new issues that affect 1.3 that did not affect 1.2. If you spot an issue, before you post about it here check to see if the same thing happened in 1.2. If it did, we still want to know about it, but post it in the Bugs forum instead so it can get added to the tracker for the next patch.
If it is new to 1.3, definitely let us know. We want this update to be as perfect as possible, and we've given it as many eyes as we have available. If you feel like add your eyes to the collection, I'm sure no one will think less of you for it.
I'm not seeing those indentations @elminster has. Both that tutor's and Firebead's text formats fine for me. Playing on PC with 1920x1080 resolution and default font.
I tried that (renaming baldur.ini) and it made no difference.
Its just the one tutor from what I can see (firebead doesn't have it). I'm playing on a mac (lion os) and I'm assuming I'm playing on 1440 x 900 (my highest resolution and the one my "displays" setting is set for in my macs settings).
I've checked the rest of the inn and some random watchers/tutors outside and they don't have the issue. So its possible its just that one guy.
Edit: Actually I have to correct myself. Prior to me renaming the baldur.ini file I wasn't getting any indentations for Firebead. Now I am (along with most of the people in the inn).
