Ummm … Voice acting is a developed skill, a skilled labor, in economic terms. Voice actors should probably, I dunno, get paid for what they do.

I was going to say. No good quality voice actor would volunteer for a monetized project like a JNPC DLC.
I can see a good quality voice actor volunteering on a mod NPC where there is no chance to make money, but a DLC pack? Yeah, no, I'm pretty sure hell is going to need to freeze over a couple of times.
Also, you gotta keep in mind, Beamdog is trying to hire some familiar voices for Adventure Y. So, if there is a "voice actor" budget, it's probably going towards that right now. Especially, when one can consider that one of those familiar voices is Jennifer Hale.
Yeah, a lot of people in the adventure Y thread believe she's going to be reprising her role as Dynaheir, and I'm pretty sure that's why they're trying to get her in the first place. Oh, and if I were a betting woman, I would say that Beamdog is trying to get Jim Cummings too, because what is Dynaheir without Minsc and Boo?! As for Steve Blum, Bioware overused his voice in SWTOR, so I'm already sick of his voice.
If it were a free JNPC DLC pack, then I can see volunteering working.
However, if it's going to be a paid JNPC DLC pack, then those "volunteers" are probably going to be expecting to be paid, and they have every right to be paid, because Beamdog would be making a profit on the work that the voice actors put into that JNPC DLC.

No amount of time and effort can suddenly make Neera or Ekandor sound good enough that they'd belong in Bizzaro World Baldur's Gate. Sure Neera sounds loony, but very wooden, as though you can see her moving to compensate for her vocality.
Not that I'm trashing Nicola Elbro, she does improve in BG2. I did a little research: she is an actor, but a stage/camera actor. This isn't private stuff, her online Resume is free to view on her website and has lots of Shakespeare... that's not easy stuff to do, trust me, I tried.
The point is, when all you have is a voice, you need ALL the voice. Go all out... I'll explain this vocally in due time.

Here is how simple this matter is, really, and I'll give you a key word hint: Options.
I've played through IWD mostly the way the game was designed, without JNPCs, and I've also played through Kulyok's IWD NPC mod a couple times. Did I enjoy that, too? Sure I did, it was different from vanilla IWD and it was fun in its own right too, and I'm glad that mod was put together.
Both ways are good. Suffice to say, the option to play with JNPCs is perfectly fine and okay. Because, guess what? It would be an option.
Even though they won't be in IWD: EE, I couldn't resist chiming in on how people are so up-in-arms over this very simple point. It's funny how "my way or the highway" some people are.
IWD is all about hack n slash, silent party members who do their task. We do not want some whiny, self centered NPC or romances. No time for romances when you have Kuldahar to save.
Again, I find myself in disagreement: IWD is *not* hack-and-slash -- or, at least, no moreso than any of the other IE games. IWD is just as much about developing a storyline as Baldur's Gate is -- just none of your main characters are really at the center of it.

If Overhaul did JNPCs for IWD, I'd sure hope they'd be as awesome as Hexxat. Because Hexxat is awesome.

I'm with you on this one. I remember the exact point at which I stopped playing the EE. It was when Korgan and Hexxaf had some embarrassing convo about Korgan liking 'dark meat'. I realized at this point that my beloved BG had reached current Bioware levels of writing pants on head retardness. And Neera... The less said the Better
