@RedGuard Sounds like you're pretty much where I'm at :-/ I can play but yes, it's laggy. Especially with water or spellwork in the vicinity. You may want to try other compatibility modes if Win7 offers them (I have XP), just in case one of the others works better for you than Win95. Hopefully Overhaul will come up with a solution sooner rather than later.
@LoneWanderer It's not Win7, it's the graphic card. Likely you also have Intel? Videos won't work at this time, for sure, but otherwise it's possible to use the workarounds to get the game playable. The devs are looking into this. Trent Oster wrote that the Intel problem was found quite late during the development (it's not a problem inherent in the game, it's an Intel/OpenGL support problem).
Thanks anyway @Moira I'll try some more of the compatibility options just to make sure. I did notice a post where @TrentOster said they were basically told by Intel to pursue a Direct X to which he added "Based on this feedback, we are attempting to plan accordingly."
However no one has mentioned just what kind of time frame we'd be looking at for that to happen and the wording of that line doesn't exactly sound like a definite endorsement of the idea. At best I think we can interpret that as "we'll think about it, maybe". I dunno, maybe I'm just being cynical there out of frustration. lol

This said, I am very appreciative of the efforts being made by BG's team to fix the problem and understand the difficulties being encountered. Nonetheless, it is good customer service policy to acknowledge the mistake and offer a solution or a refund.

After that, make sure you find the baldur.exe, right click it, and specify that it should use the higher performing nvidia chip to run the game. And the Baldur.exe, right click, properties. Compatibility (maybe it is another word, I have spanish windows), I set this config there:
Run as Win XP (Service Pack 3) If this doest not work...try Windows 95).
Thanks Varyahen, but my system has the 2 ATI cards not the nVidia ones. I did uninstall the driver and sweep the system and reinstalled the 12.10 (latest) Version of the driver. Still stuck

Ok, i give up, i've learnt lots about my computer tonight, but sadly not how to start the game. Issue is Win 7 game wont start. I've tried every suggestd solution (I think) so its over to devs to sort out a patch.
I fixed mine. Running Intel HD 3000. Updated sound and grapics drivers. Now I run the game from the application, not the launcher (the app found in C:\Program Files (x86)\Games\Baldur's Gate Enhanced Edition\Data\00766 Importantly, it only works when I select to run as administrator. Playing lovely now!
Something that has happened to me now. I started to play two hours ago after configurating compatibility. But then, i was unable to play again. Then, after a few tries...I entered again. So, its really strange...it works fine 50% of the times. Keep trying the diferent compatibility mods :S
I'm on a Windows 7 PC with integrated Intel graphics, had the lagging issue to a terrible degree. Tried a bunch of the suggestions on the first page with no joy, finally thought to check on Windows Update for a driver upgrade. There it was - had been there since February but since it's considered an 'optional' upgrade it didn't automatically download. I installed and the game's been playing beautifully since. I figure most/all of the people here will have tried that already but I figured I'd throw it out there just in case.

But comment from @darkblade94 forced me to another round of tweak-system-and-check-the-game steps. 1) Change Memory Level to 100 in your .ini file 'Game Options', 'Memory Level', '100', 2) Change Maximum Frame Rate to 60 'Program Options', 'Maximum Frame Rate', '60', 2) Change your Color Depth to 16bit. On Windows 7 Right Click on Desktop -> Screen Resolution -> Advanced Settings -> Monitor (tab) -> Colors -> High Color (16 bit)
Start the game and see how the magic spells work. Usually, I'm just starting the Black Pits campaign and checking how fast those magic circles are. It is working much faster for me now, but yeah, I know, 16 bit makes your monitor look like a crap.
@Rawi I have a Gateway NV79c54u Intel Core IM i3-380M with an Intel HD Graphics card. That's all it says. If I try to update drivers through any of the Intel sites, it tells me that my driver is custom and should be installed through Gateway only. I cannot download drivers direct from Intel; Bill Gates won't let me. I go to Gateway's support site and on the drivers page, I don't know what I'm looking for--chipsets, VGAs, or something else. Nothing says "Here's a new driver for an Intel HD graphics card."

I'm on a macbook 2,1 (Mid 2007) with intel gma945 inegrated graphics (latest drivers, which is to say, the last ones they bothered putting out) running windows 8 release preview on boot camp and...this made the game playable. I'm not sure which if not all of the settings did the trick, because I just did them all at once (not very methodical, I know). It is still slow at times, the graphics are extremely low quality, but the fact I can play this game at all is a huge improvement over yesterday. Big thanks are in order.

Can't risk the modded drivers (laptop pulls double duty for work)
The best way I can describe the issue is tied to the First movie where it looks and sounds like...
pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa-pa... with choppy graphics...and music!
Then, when I got to the first automated cut scene and the fireball drops... the lag was horrendous. Moving around maps is also very slow at times...
