Intended guess: Steven from the TV show Steven Universe! Crying is a big thing in the show (people have long joked that it's a show about singing and crying), he has an effusive sense of humor, and he has a habit of fusing (think "fusion dance," but it's about emotional relationships) with lots of people he meets, though his friend Pearl has described it as "highly inappropriate" in certain cases because fusion in Steven Universe sometimes has sexual elements to it. They replace the tongue and just kinda sit in the fishes mouth, taking some of the food the fish catches. They just kinda sit there, so if fish had hands, they wouldn't be a problem at all. Nature is cool.
