Neb looks like a Gnome, but this could be a runty Dwarf.
Neb acts like a Dwarf. And is referred to as a Hill Dwarf (apparently), although this could be the community he is from.
Dwarves lust for and collect "Trophies." Usually this becomes apparent with a lust for gold (referred to as the gold eye between dwarves). Neb lusts for the death of the innocent and weak. So a connection.
Gnomes have a penchancy for madness. Neb is a nutter. So, again a possible link.
So... Without DNA proof. Neb could be one of two things.
1) A small weak cowardly Dwarf. The anethama of his race.
OR
2) A gnome gone mad.
To be fair, mad gnomes are quite common. But rotten turnips, as my pappy Andy Anduinsonson would say, are rare.
Oh. If a gnome and a dwarf mate you get a Gnomeling.
And after reading this... I now believe we can conclude that Neb is in fact...
Half-Gnome, Half-Human. Brought up in a human society, he appeared to always be small. His peers abandoned him or mistook him for being younger than what he was. Ostracised, he sought the only company that would accept him. Children. Unfortunately, children could not provide the adult stimuli he craved. Thus madness descended and the sad story of Nebs crimes unfolded.

On closer inspection, yeah. In both BG:EE and BG2:EE, his race is Gnome, but his animation is Dwarven Thief. I think maybe he's meant to be a very unkempt Gnome, not like the impeccably well groomed Gnomes like Quayle or Jan or Tiax (if you're going to rule the world, you've got to look good).
Subraces don't automatically carry over between settings. As far as I know, there are no hill dwarf subrace in the Forgotten Realms.
Kinda true, but there are also no Mountain Dwarves in Faerun. Iirc, older editions were looser with the terminology, because other campaign settings tend to use the terms Hill, Mountain, Deep, etc. It is not a coincidence you could confuse a Shield Dwarf with a hill dwarf.
