Yes It's ANOMEN
I wanted to try to make this one a little more complicated, but I guess that 4th clue kinda gave it away
1. This is a reference to Pinky and the Brain voiced respectively by Rob Paulsen (who voices Anomen) and Maurice LaMarche (who voices Yoshimo).
2. When you first meet Anomen he (rather insensitively and impatiently) asks you if you are good or evil. He doesn't take Neutral for an answer, a sign of his need for growth and maturity
3. Anomen's alignment starts off as LN but depending on your actions he can later become LG or CN.
4. Anomen has a sidequest in which he must make the decision to either take the moral high ground and become a knight or to side with his father and forever fall to the dark side. Both are compelling, but I always choose the former.
I haven't played Anomen in years, but I've discussed this on the Unpopular Opinions thread. I completly understand all the hate that Anomen gets, but I 100% respectfully disagree. Anomen is a very interesting character with a compelling sidequest and two very distinct paths he can go through. If you choose to take the good path, Anomen's abysmal wisdom score increases to something much more passable and he begins the slow journey towards becoming a more mature and adjusted person, especially if you take Keldorn on the ride.
Could Anomen have been written better? Absolutely, but I love this character.
@ZaramMaldovar I'm sorry, you're right: he has great and gradual character development, and through his dual-class is also one of the more powerful vanilla NPCs, since he can reach godly Cleric levels but also remain relevant in melee through his Fighter abilities. My biggest problem with him is that when you meet him he's so repugnant I can't stand to bring him along! Also that he was the only vanilla romance for female Bhaalspawn was quite a let-down for many people.
But very nice riddle!

Yeah, Anomen is beyond arrogant when you first meet him. I didn't realize how off-putting it was until I got older because the first time I played the game I was 12.
1. He has a powerful cloak with charming capabilities, though there's no reason given for his owning it. If you attack him, however, he won't use it offensively, even though in theory he could. (Perhaps he just thinks it's a pretty cloak?)
2. The cloak was nerfed in the Enhanced Edition---originally you could use it unlimited times a day, but the EE reduced it to once.
3. The Dwarf Pheirkas will hire you to steal the cloak, but asks you to leave Algernon alive.

2) And in the EE we can - if we have Dorn in our party in Throne of Bhaal and scribe Saemon's name on the scroll of retribution!

Is it the Mithral Token Machine? Not really a person, but it's surrounded by madness (Spellhold) and provides you with the Boots of Speed which I doubt you NEED to win the game, but it's certainly helpful.
You find him in Spellhold.
If spoken to two times, he gives you a(n encrypted) note about pantaloons.
You have to ally yourself with the inmates to defeat Irenicus in Spellhold.
Yep. His second scroll translates to "You think i am crazy,but they want you to think that.I know secrets.Keep the pantaloons.Always keep the pantaloons."
