Hmm... This sounds a lot like Meronia. She says she has something to say to Jaheira, though it gives her no pleasure. After this dialog, Jaheira leaves the group to follow Meronia. I am not sure about the third clue though... other than that Jaheira seems to mistake her for a beggar at first.

I am going to guess that it is the illusionary gnome by the cart in the Wild Forest who is constantly saying he set out a fortnight ago and telling you to turn back and if you talk to him for too long he blows up.
