Alignment is about motivation, not about acts. A terminator doesn't kill because he wants to, but because he is told to do so. Having no will of your own is one of the most extreme versions of neutrality you can have.
Of course, one could also say that in Voldemort's case, Detect Evil is just plain redundant.
Now, instead of searching for the BBEG, you could use it to try and root out enemy spies, but if the spies are any good they'll have undetectable alignment, and cruddy spies probably aren't a threat anyways, so...
