Yes I am at level 5 Swashbuckler. I have been around most of the map except the Cloak wood area and Baldur's Gate city. I am encountering fewer enemies the enemies in question are all types I have encountered through my play through so far chapter 3.
Random monster spawns (in the EE) depend on the number of party members, their average level, and the difficulty setting. A level 4/5 party isn't enough to put you in the highest bracket.
In most cases, that randomness will determine the number of enemies; the types of enemies you meet depend on the map. You'll always see the likes of ordinary wolves and bears on that first Coast Way map, while later maps will throw foes like Dread Wolves at you.
Neera's quest? That's a pretty low-level area; non-random goblins that aren't worth much, a couple random wolf groups if you go off the beaten path, and a boss encounter at the end.
The quest content added for the EE characters is not meant to be special extra-hard stuff. It's more of what you were already doing, with a few new (but not harder) enemy types mixed in. Neera's BGEE quest gets goblins (which didn't exist in original BG), Rasaad's BGEE quest gets Dark Moon monks, and so on. The item rewards tend to be useful, but not vastly better than what you could already get.
Okay so I wanted to know about the armor class( -2 vs slashing, 0 vs piercing and missle) is it like ac where the lower number is more protection (is better)?
The numbers given are AC. In the vanilla game the way things were described was using similar presentation, but based on adjustments. For instance the ankheg plate would be AC1 (-3 vs slashing, -1 vs piercing and missile). You then had to add the numbers together. In the EE they've given you the resulting AC figures directly.

And yes, the lower the figure the better.
